Yes that was young Rocky, in KGF 1 her mother took a promise from him that he shall die rich and powerful when her mother was about to die so this dialogue at last I think is related to that reference , a similar reference was also given in KGF 2 teaser by a dialogue which says " A promise was once made and that promise will be kept"

The budget of KGF chapter 1 was approx. US$ 10.6 million, but for the chapter 2 it is just 25% of increase from prequel's budget, i.e., approx. US$ 13.3 million, which is a very low budget for any Hollywood film to make a KGF range of film. With that much budget also to make such an impactful and visual spectacle film... can be done only out of an maverick vision and hardcore passion and determination.

As per my theory rocky entered parliament House after killing Adheera but, I don't think he's able to kill the PM (Ramika Sen) because in present day she got successful in removing all proofs and identity of Rocky's existence including all the copies of El-Dorado, newspapers and Articles. If Rocky killed the PM successfully then everyone in India should know who Rocky is? Rocky is going to die in this Chapter 😰😢
