Sir can other state students eligible in this exam there is no any mention in notification regarding state or non state quota and interview is bangali language
yes you can... but
1. You must have the ability to speak, read & write the Bengali.
2. If you have sc/st/obc certificate from other state, you will be treated as UR category.
