Well being an Android maybe boosted he's potential. Plus the fact that the Cell Jrs may have the potential of their father which made them get much stronger while training with 17
I suppose the argument could be made. Cell juniors with all the abilities of cell, and his genetic potential for zenkai boost, power growth and healing(aka sayins,frieza and piccolo) being essentially training partners with 17, for 10 years should theoretically grant the cells jr all a significant power boost. And 17 tamed all of them, meaning he could take them all on at once and win. Add that with 17s infinite energy and thise fights would go on until the Cell Jr are completely exhausted.
I guess the Cell Jrs work the same as Cell, so... I guess fighting small enemies with Frieza's ability to upgrade, Saiyan senkai, and Picoolo's regeneration for 10 years... Yeah, it definitely makes sense
He seemed above 3, but below God level to me based off their fight in the manga when 17 was about to throw that blast at him and goku freaked out and went out his way to let him know that he was goku. But who knows for sure what his max lvl was in the manga?
It would be cool if they revisit the island that 17 lives on with the older version of Goten and Trunks so they can train with the cell juniors and can practice their fusions on them
Even if that is the explanation (which I guess it is in the manga), not only is it very debatable that it was enough training for 17 to reach that level but… we don’t even get to see this in the anime, therefore the anime timeline has no explanation.

Counter agurement, 17 has infinite energy, cell Jr are probaldy getting stronger with each training. Now think of it as game if you have don't need sleep and let's pretend the cell Jr's don't get stronger and say they are level 20. At first you'll get stronger let's say 17 is level 17 at first. Of course you start by getting good amount of exp. No when he's past their level he the exp is less. But since he doesn't need sleep or food, he's can grind the whole day, while protecting the park, from poachers. It will be slow but for 10 years and to catch up to level 130 with infinite energy you proably can do that
I've recently just got into dragon ball and after finishing dbs android 17 has been my favorite character so far I love his cool/serious character but that he also has a funny personality and can have fun messing with people
this is probably the closet we get to Perfect Cell coming back as a recurring character in some form like Frieza, though in this case Cell Jr.s who are basically reforme thanks to 17. Now it's the matter if they want utilize the Cell Jrs in future stories
People tend to forget that gero originally planned for 17 to be massively stronger than perfect cell, but sealed that power last minute and focused on perfect cell since he could actually control him better than 17

Training with several mini Cells that constantly grow stronger is bound to help with training pretty significantly, especially since if one gets tired, another can just tag in and continue like nothing happened.
Before we got this chapter I always wanted a Cell Jr to return and mature with a vendetta against Gohan. A similar dynamic to Piccolo and Goku. But this is okay too

I mean to be fair. The cell Jr's have Saiyan DNA. Meaning they benefit from zenkai boosts. Gohan destroying them probably boosted them immensely. 17 probably almost killed them multiple times over the years while training so that boosted there strength and 17 kept up by getting stronger by fighting and sparring with them over the years.
I do hope they do something with the cell jrs like making them all fuse into one in some effort to stop a threat or maybe they get reprogrammed and fuse into the next threat
Considering he had inf energy and can basically train for how long he wants to, I wouldn’t be surprised if he reached Ssj3 levels of power at the end of the Buu Saga.
Something to consider is how potential affects people’s base power. 17 never trained to be as strong as he was, that became his base power. Therefore, by training from that improved base power made his rise to power much more impressive. IIRC, Vegeta scolds Cell (Semi-Perfect) for not training, saying he wouldn’t be beaten if he trained rather than eating humans. We could see it like how Freeza was 120m power level with no training and just a few months made him as strong as Goku.
Mildly terrifying that we have a possibility of seven Cell Jrs growing up at some point into full Cells with all his power and potential. Granted that by Super a fair number of Z Warriors could deal with them if they got bad but one alone could be a major danger to Earth if they broke bad at the wrong time. 😅

He also has an infinite supply of energy (same with 18) so by the end of the fight he was still fine and not at all tired where as everyone else was pretty depleted
I also like what was implied by I think Toriyama, or maybe just a producer, that since 17 is an artificial human, he still has the limitless potential growth that a human does and just uses his infite energy reserves to keep training endlessly

Nope doesn't have ki. He produces artificial energy of some kind, that's different than every other fighter. It's why 17 &18 can't be sensed
