That's true, the only difference I see between pako 1 and pako 3 is the art style of pako 3 is taken from pako forever and the whole concept of being chased by cops in a confined space was taken from pako 1, and there are multiple features and many other differences too. I'm only going into the graphical point of this game.
It really depends on your preference. Some people I run into prefer Pako 2, which is also my favorite. You can watch gameplay of pako 2 on youtube to see for yourself.
actually the Pako 2 was pretty different from the original game concept. Pako 3 goes back to essential experience just like in Pako (1).

I think that pako trying to get new content I like this but I never play pako 2 but I now how that game is good and I play pako 3 but not pako 2
