Blocking is fine and some people can block a lot of lows on reaction but when they start ducking highs and especially highs in strings and punish it with some bs you know they're cheating.
If hacks like these exist in Tekken 8, they would just prefer to stand and do nothing instead of side-stepping. Spam against their neutral defense during heat, and let them taste the power of heat mode chipp damage.

I think the most telling thing in this video is when the guy ducks, it seems to always be right as the attack comes out without the timing varying that much. If it was legit you'd see some reads being made, like him ducking slightly before the attack. Also usually people who have defense that good have good movement and awareness of the game but this guy aside from the godlike (scripted) defense his performance was just super mediocre
Zero movement, ducks highs and blocks lows instantly every single time, literally just stands there and presses a random button every so often. This might be a green rank player without the cheats.
you can't technically block every low attack, and this dude blocked every single one, pretty suspicious, also the 4 punches being automatically dodged in a row, while the usual is being blocked, and not even answering with a punish. there are already confirmed cases of this sort of guys, like Fariborz, known for being a cheater using macros (1 button for a full input like Ewgf with kazuya) and having a low and high blocker automatically.
