Pre-Covid, vehicles like Tahoe / Suburban used to be sitting in the lot with no one willing to drive them off. Now things have change a bit, but you may be lucky to find a 7 passenger vehicle in the executive aisle

Can an emerald member jump in an Executive car for an upgraded price? Also, if you book a specific class, do they give you any options or are you forced with "whatever they give you?' Enterprise has seemed pretty flexible for getting me into anything on the lot (for the extra charge)

That has not changed. You can rent a midsize car which gives you access to the Executive Selections. As long as you're Emerald Executive elite
