The government used their fiscal policy to then force the hand of the Central bank to use monetary policy and increase interest rates. The mandate of the BoC is to keep inflation within a band - 2-3%. The BoC only has one tool. Interest rates.

Parents pay $10 and the government subsidies (the tax payers) the rest. Here’s the kicker, costs of groceries, taxes etc going up but she’s locked in at the government set rate until 2026.
