What is a reason the NC has never built any of its own factories?

In spite of losing 4.5 billion I hope this doesn't dampen NC's spirit and will get the plant built

Hi! Thank you for sharing your interest in our company. July 28, 2023 - VinFast announced it has officially broken ground at its electric vehicle manufacturing site, located within the Triangle Innovation Point in Chatham County, North Carolina. The groundbreaking ceremony, which took place today at the site, marked a significant milestone toward VinFast's global expansion and the company's supply chain development in North America. In the initial phase, the factory will focus on building VinFast's VF 7, VF 8 and VF 9 electric vehicles with an expected production capacity of 150,000 vehicles per year.

Yea,.. not welcome here if you're trying to sell these cars as a paid subscription service... And even if VinFast changes their tune on the subscription idea, the fact that they even entertained the idea puts you on the no-fly list. Doesn't help that your test vehicles released for review in 2023 were... universally bad (understatement) and criticized as such.
Personally, I hope Vinfast can turn things around and succeed, especially as a company out of Vietnam, which we have a lot of history with. But they have a lot of learning to do, and learning isn't cheap.
