I did not experience this, but I only ever used a dedicated power source. Based on what I’ve seen online, USB cable noise typically comes when you are powering the device from a computer.
There was ways to bypass that noise if there is some. If you use the jacks outputs, you could put a Behringer sound destroyer (40$) inbetween your soundcard and the synth, this would get rid of any electronical noise. If the audio can be passed through the USB and noise is inbetween, maybe a usb with ferret choke would work, or some usb noise destroyer exists for this kind of purpose. But could also be your computer that is introducing noise, like a hum, groundloop, interferences, gpu whine, etc. It could also be the type of cable you use, unbalenced will not filter the noise but balanced will help filtering it out.
I don't have any experience with the NL4, but just based on what I've seen, they are very different beasts. On paper, the NL4 outclasses the JX-08 in pretty much every way... It has more complex oscillator options, more filter choices, and much more advanced modulation options. But it should. It costs about five times as much. The question you have to answer is, does it sound 5x better to you? I own a JX-08, but don't own a NL4, so there's MY answer!

Nice sounds, enough controls, but not too many. Multi-Timbral 2 track sequencer is a great plus!
