The translation should be "wavering" instead of "hesitated". Though it was more like a test but see how Su Hyung couldn’t shoot Hwi Young even when he ordered her to do that as the leader? (Given that the words of the leader is like laws with which all JYA members should abide)
My understanding of Hwi Young saying he was afraid he would waver is that it gives us a glimpse of his true feeling towards Su Hyun and that he was afraid he couldn’t carry out duties/making right decisions as the leader. Remember Hwi Young once said to Shin Yul that denying while knowing and denying while not knowing is different?! Yeh something like that I guess.

@@slud9964 For me, Hwi Young was at the brink of confessing everything to Su Hyeon, and just let hell break loose. By 'everything' I mean not just his romantic feelings but also that he's the alliance's leader and that he was the one who saved her.
But of course, he restrained himself and just gave a bit of "clues" in the guise of his vague words and teasing in the hopes that Su Hyeon will not take him seriously, or if she does, he trusts her wisdom not to act whimsically on her feelings.
