As if the dad knew she was going to be in an accident that day and shouldn't have had his phone on do not disturb. People expect so much from others forgetting that everyone is human.
A parent needs to be available for emergencies life happens, we don't want to be disturbed but we can make sure that we are always available for unexpected unfortunate events for our loved ones. I am sure that this man would also feel sad if something like that happened to him and his family was not available for him.
