Applying for post listed on official portal....but at third stage that is applicant questions...it shows error like something went wrong..so how can I apply for the same...I have already tried for 6-7 times

You need to go through the mastercard career portal. i am sure you can find openings there.

it depends on your reporting manager if they provide you the approval for that, you will get it.

i can't be 100% sure, but if you have prior experience in the same field then i believe it can be possible but if you are asking from a fresher perspective then it's not.

That isn't fixed. It depends on which role you are joining and what was your salary in previous company.
But yes for a specific role there is a max limit , beyond that you won't get

They does as far as i know, but the preference would always be people serving notice. i would suggest to apply only when you have 45 days left not before that.
