The Royal Irish regiment are drawn from the 6 counties whereas the Irish guards are mainly the sons of Irish parents and grandparents thruout the UK and Southern Ireland. So with respect these are not Northern Irish guards as you put it.
It was the standard uniform for everyone in the royal household back in the 1600s. It is only worn when the monarch is in residence or on a royal members birthday.

This is not a military appointment and on specific occasions -- royal birthdays, etc-- they dress as members of the Household. (state dress). The band of the Household Cavalry is in a similar position and dresses accordingly. The state dress is comparable to that of Royal coachmen, footmen, etc.
