Tube side fluid inlet should be at the bottom, not at the top

For upside flow pumping is needed but if head is available then with lower side flow pumping might avoid but it also depends on head availability, fluid used, viscosity of fluid and manufacturer make, some companies are making configuration like this and vice versa.

Since you have shown a 1 shell pass and 2 tube passes type, it won't be correct to call it a purely co-current flow or parallel flow because only half is co-current and the other half is counter-current.
