This is not real,because when you make a request like this,you get a notification on the email and shows some articles,and one of the articles are “at this time there is not a way of getting robux back once you have made a purchase,this includes accidental purchases”
you can get refunded from gamepasses if u told roblox someone deleted them, its working only once and ive refunded 11k this way

Go to messages(not chat) and you'll receive a messages from roblox if you have unavailable items,but in this case you won't get any refund becaus the item your sibling bought still available.

the only way you can refund an item is when its not usuable anymore aka deleted, this is the same with clothes. it could take a while for roblox to send you the message though that an item has been deleted or is not usable any longer. then you can get your robux back.
Happened to me and i just checked and have loads of missing items so technically roblox refunding me stuff i didnt even want so thanks for reminding me

You can only really and factually get a refund of your Robux purchases after than item has been “Content Deleted.” So in the real sense, you cant refund something without it being removed off of the platform.
