Why does'nt the government help those who is starting from scratch , but only helping those who is already in business ?

Ideas are just that ideas. Funders look for results that are based on businesses that are tried and tested.
The government can’t fund every idea with tangible evidence that it will succeed or even solve problems.
A business person needs to first invest in themselves that’s why they want to see the foundation of the business.
That’s the way it is.

Not necessary. However I wouldn’t advise it at the same time. Maybe approach one and at a later stage apply to another institution.

no we are also classified as black nationally there is no such thing as coloured nationally only in our country and other states/countries
