The "Опечатано" means "Sealed" and could be used to seal the crime scene, the property seized by court order or just for the security reasons. Here I think the chef of the office sealed the door to be sure that no one been there during his absence.

Reasons why PPPeter is the one of the best travel reviewer out there:
    - He also entertains throughout the video with funny scenes instead of just reviewing
-Hes not scared to be a bit cringy, quirky, silly or over dramatic and that makes the videos burning bright like the sun.
    - There is a sense of freedom in these videos as even Peter does not know what to expect and actually explains his live reaction in the journey (So its unpredictable)
    - How can you not laugh at Vladmir in the background
    - He does not try to make the video longer with random and boring scenes.
    - Intros always gets me smiling before the video and your stories and scenes like the fortune teller, car riding, music and using a tv for trip advisor all fits a great theme
    THANKS FOR THESE VIDEOS!!

I'm from Romania and I can chime in with some weird things: the guy at the entrance was most probably the guard as private security is very common in Romania/Moldova and they're hired by most companies that have to deal with lots of people on a daily. 30 years ago, I stayed at a motel in Virginia, U.S.A., which was the most horrible motel experience of my life. The swimming pool was empty and full of trash, the receptionist was wearing bedroom slippers on her feet, which were on the counter, and didn't bother wearing any of her dentures.
The room had GREASY covers on the beds. I didn't even bother to pull the cover back, I slept on top of the bed. There were roaches everywhere, and a bathroom so filthy, I could not bring myself to take a shower in it. For the record, after a day of travel, a hot shower to me is a MUST!
Best of all, when they put in a window air conditioner, they shoved it in a hole low to the ground, and didn't bother to trim the weeds growing around the hole, so they just pushed them in around the air conditioner. When I went to make a phone call (remember, it's 30 years ago) the phone book had writing on the edge saying something about "Kill me now, I can't stand it here anymore". When we went out later in the day to look for an apartment, the first person we saw told us to leave the motel immediately, as it was a well known hang out for prostitutes, addicts, and had suicides and murders happen more than a few times in the past.
The motel you reviewed is the Hilton in comparison.

I don't know if anyone pointed this out, but as someone who worked with hotels, if you really want the worst of the worst in a hotel, book directly with them. Making reservations from booking makes you able to review and rate the hotel- and people who work there, as long as the best rooms are available, will give you one of those- on the other hand if you book directly with the hotel it's more difficult to you to give feedback on the internet for future travellers to see-
At least that's my personal experience...

I`m not from Moldova, but I can assume is much cheaper for a firm to rent a hotel room and get a discount from the owner, since every bussniess needs a headquaters, and is most likely cheaper then renting a normal bussnies place or have it in their home. Also, in case you want to do kinda on the grey area of the law bussniess, then even if they catch you they got nothing to take from the HQ since the firm dosen't own the HQ just rents it.

Simply put, fall of the USSR has leaved a lot of semi- and fully- abandoned buildings. Big hotel buildings, staying empty most of the time because of lack of tourists, abandoned factories and engineering bureaus, because their production is not competitive on market so they went bankrupt... Lots and lots of them around ex-USSR, including Russia of course. Some are rented for cheap for offices like this one, several "lucky" ones were renovated and now serve as the shopping malls or art galleries. Most of the remains are doomed to just rust on our unwelcoming weather.
