Its a Satmar song called the 6th Hakafa song. It's the traditional song sung during the 6th Hakafa during the holiday of Simchat Torah.
It's just a tune composed for the Simchat Torah holiday 6th dance.
the fur hat is called a striemal, and it is worn by married males, in europe we were forced to wear fur to signal that we were jews, it was intended to cause us shame. however we turned it into a crown. thus the week prior to a boys wedding he is crowned with a stremal.it a great source of pride for us, hopw this answers the question
