He wanted a level 7 reroll comp because of Cruel Pact keeping him at 7 for so long, and Riven is generally seen as the best 3-cost reroll this set.

Easy to roll for 3-costs at 7 + ad flex items + can fit good traits for riven carry at 7 (penta + edgelord + 8bit + sentinel)
