There is a conveyor belt in the middle the wooden boards cover the conveyor belt if they do not do that the belt would not be able to move the weight of material on top of it so they have to remove the boards as the load works backwards on the barge

The goal, ideally, is to minimize the change of something going wrong with practical, affordable measures. What if the rope slips, for example? There's seemingly no resort of last measure safety harness or something of the sort. I get it, people have been doing dangerous jobs for a very long time, and many walk away from it with no serious injuries. And maybe there's no way to improve on this, but it sure looks like there could be a safer system.
It's almost like you are smarter than engineers who designed the barges to do the work they do. It's almost like asians are only smart enough to engineer computers really fast, and small that fit into your hand.......but the simple physics of a barge are too hard to handle..
Where's OSHA when you need 'em !!! Honestly though, he probably has to do this work just for a marginal wage, or, not work he may have family to support.

There is a conveyor belt in the middle the wooden boards cover the conveyor belt if they do not do that the belt would not be able to move the weight of material on top of it so they have to remove the boards as the load works backwards on the barge
