You can actually find surprisingly full lobbies. More often than not it'll be you and maybe three other people, but once I found a lobby with about 18 people in it. And they were all at the DZ02 extraction. I think they were Hunter farming. It was really funny because as I approached the parking garage I saw just one guy who was downed and I thought 'Oh, this'll be awesome, I'll get up there and save this guys run!' And then I vaulted over the railing and there were 16 other people up there fighting NPCs. PvE server, I guess I should specify.
