Ok. This is how I 'fixed' my disabled downloads.
I have expressVPN. When expressVPN is set to Mexico or Canada it will block utorrent download port, i.e. 21717, so I had to make my ExpressVPN 'smart location'= usa
I applied all the changes described in this video. Note. When you delete resume.dat and resume.dat.old all the torrents that were in your downloads view will disappear. You have to readd them back manually, i.e. double click on them.
Select all the utorrents that will STILL appear as disabled after they're readded and FORCE START them. That is a right mouse click over the downloading entry.
Done.

Big problem with utorrent is that there are so many files with zero sources, or the file can never be completed. Some if them are reasonably popular files but still no sources. Nothing seems to be able to fix it... 😢
