BBC Three will have had a bunch of scripts that tick demographic and genre boxes for the identity of their channel, and this would have fulfilled the criteria. The same way studios go looking for romantic comedies because their research indicates they need to counter-programme a blockbuster season. In both cases if they can attach a name to a project at the right price, they’ll go ahead with that package and shoot it. Point being many marketplace factors take precedence way before you get to something like quality control. (Or the short answer : the same reason so many horror films aren’t scary.)
