In Lamia patch the standard banner will give us a chance to select the S rank character we want. After you gain the selected character, the banner will return to normal with a random drop of character.

As long as you don't use it, the characters you can get will be regularly updated with each new S rank banner. He's not saying that you get to choose multiple times, just once.
It's just to remove the RNG of the guaranteed S rank from Basic R&D once in an account's lifetime.

This feature debuted with Lamia, and it went up to 21 so you could get Lee from the date of its introduction.
