"This House Regrets X." In those kinds of debates, as government, I think you need to explain and depict a world where X historically didn't occur (='counterfactual'). For instance, if you're talking about THR the commercialization of space, you need to provide a 'counterfactual' where commercialization of space historically didn't happen. (e.g. Government is the monopoly that is controlling the space industry, etc) This is my understanding, might not be accurate.
