Dude, I've seen tiny carbs on power equipment with 3 circuits. It does exist. This is problem with racing. You're mind is in a bubble. There's more engines than just drag racing. 3 circuit dominators are a piece of shit designed only for 2-4 tunnel ram, or individual runner application, per Holley design specs. They suck for any other use.
People just don't understand carbs. It's a monkey see monkey do deal. I still have problems trying to explain to people there's no such thing as a bolt on carb off the shelf that works in every situation. They think they aught to just turn the idle screws and set the throttle opening and go. I HEAR YOU!
