Well, I guess that the water that is evaporatibg carries the Aroma(molecules) of the rose. This is a common technique also used with lavender I think. Some moluecules are soluble at certain degress. Also, I guess the percentage of water in the steam is smaller than the "straining" water so you have a higher concentration of the aroma molecules.
