Its funding appears to be totally DEPENDENT on projected oil extraction and is nothing more than a technological pursuit for the tallest building in the world. Whether in the United States or Saudi Arabia, the wealthy class must always collectively find ways to project their wealth and power to all the world, but this effort may also blind them in so many unforeseen and unanticipated ways when there is massive homelessness, wage disparity, low wage jobs with no benefits, and many other inequities of life which causes lots of riots, protests and disharmony with the working poor and disenfranchised citizenry. Finally, there will be some group hell-bent on targeting the world's tallest building in order to cut it down at some future time convenient for them. Just speculating and pondering the question, "What if?"
