Correct call but IMO the HPU should make that call immediately - not have a conference with his partner about it unless he didn't see it or hear it (usually it is a sound, double contact sound - glove than ball), but R2 (runner on 2nd) only advances if forced (so if there was a R1). Here there wasn't, so the Batter should get 1st, and the runner at 2nd should stay at 2nd.
