This game is from a time when game design boiled down to "I guess that might be fun" and not much else. The 3D gaming space was just being explored and there were not many conventions and the "Dos and Don'ts" weren't as clear as they are today. This was just a fun way the devs tried to mess with you. If you look carefully, the entire game is litered with small and sometimes medium sized attempts to mess with the player. The way the gates are places in some races to make the arrow jump to a gate that is closer, but impossible to get in a timely fashion. The way they implemented a downforce feature and then only put it on the GTR-1, the beatle RSI and the Aston Martin and also made sure all these cars could collide with sidewalk curbs (Kind of the most annoying feature of the game TBH), the copius amounts of shortcuts the AI decides not to take, the "Destroy this vehicle mission" which is just utter RNG and really, really difficult if you have no idea what to do, the way traffic cars, once spooked, always try to crash into you and, my favorite, the superheavy white bus in san francisco. All other cars, even semi trucks can be pushed out of the way with ease, but hit the superheavy white bus and you can kiss your race goodbye, it stops you dead in your tracks. It was quite the silly game

For some reason there is a fake opponent in that level, maybe something left by mistake from the developers
