Prior to 2011, it didn't matter whether you finished in top 2 or top 4 because there were two semi-finals and then a final. 2011 is when the playoffs system was introduced, where finishing in the top 2 allows you to play first qualifier and directly play the final if you win it. If you lose the first qualifier, you can still play the second qualifier and make the final if you win that.
On the other hand, if you finish 3rd or 4th, you don't have this luxury. You have to win the eliminator, Qualifier 2 and the final back to back, within a single week. That's what makes it very unlikely.
