It's funny. If the movie had been originally released under Walt Disney Pictures (as opposed to Disney kinda-sorta washing their hands of it by releasing it through Touchstone), they probably would've put this song over the end credits, like how they had pop covers closing out their other animated films of the day.
I can imagine it at the end credits. Most of the Renaissance Disney movies normally end with pop songs or a pop rendition of a song from the movie. And the movie was originally intended to be part of the line up (which was why there was a Renaissance Disney movie in 1993.) before being changed at the last minute.
One of the CDs in the Danny Elfman/Tim Burton music box has this song in addition to demos of all the NBX songs and a few of the non-English versions from the various international soundtracks. One of the other CDs in that set has instrumental versions of the songs.

I don't entirely agree. Oogie Boogie's song is very 1930s but This is Halloween is not.
