Heck Garland was found in contempt of Congress and the Justice Department REFUSED TO PROSECUTE.

SInce neither Biden nor Harris were nominated, the only Candidate running under the Biden Campaign was Biden. IOW she does not have access to those funds and until she is nominated, any funds she receives cannot be used by her VP pick.

Refunding the funds that were given to Biden would be the honorable thing to do, not to mention the legal thing to do. These donors could turn around and immediately donate the money to Harris if they wanted to.
