From mid 90s to 2020s, opta along with understat (after 2008) and fbref (after 2013) have shown that more and more players now depend on 1v1s and one-twos than making in behind runs this is another reason why throughballs arent a relevant part of the game and have been replaced by tactical systems. Var just makes rules applicable even through minute details which a normal human might miss and has nothing to do with making it easy or difficilt for defenders. It favours a lot of defenders too (for instance go and see barca's highline, their defence forces you to actually dribble them and bypass otherwise you would be caught offside 9/10 times) I would agree that defenders now have to be less physical and have to take care to not get easy fouls but that has made football teams be more tactically sound to stop players with great dribbling.
