Yeap. Lance launcher has the most chances of launching, katana launcher the lowest. Also some enemies keep super armor during their moves so keep that in mind
If I remember correctly, the Lance was the most consistent when it came to launching enemies, almost always doing so, while the battle braces were the least consistent

What requirements must be met before you can launch bosses/larger bipeds? Sometimes I can lift them and sometimes not.

You probably have to do enough damage to them in order to stagger them

You are not doing it fast enough.
Antinomy I'm definitely doing fast enough. Heck, when I press HA after jump, my feet barely left the ground.
