Thats homeless. Don't know if its about him but I've been there. He's eating at what is called a soup kitchen. They are usually in a church or a building that is ran by church workers. Sometimes the homeless volunteers to help out and clean up the kitchen and if its a homeless shelter you have to do chores while staying there. That's why now that I am in a good spot and position I will buy homeless people food but I won't give cash to them. I've even let a homeless guy in my neighborhood that I got to know well enough to feel save I let him sleep on my couch on cold nights. It always feels good to give back when you can.
