Upgrade your RAM to atleast 8GB.. that should work. I do python application development on core2 duo processor bro..and 1tb HDD. People who really use computers for their purpose knows all the tricks marketing do.. so trust me. upgrade ram.. your python/powerBI programs don't run on HDD/SSD. They run on RAM. (Only application is launched from secondary memory.. after application launch, all happens in primary memory-which is RAM). Don't waste money..
