The Spanish road system is one of the best, if not the best in Europe. Lots of motorways, low traffic stress, great scenery, affordable fuel prices, few tolls. But they're running into maintenance problems on motorways that were built 20 years ago. The Spanish road budget has taken a nosedive since 2010, they spend less on 27,000 kilometers of national roads & motorways than the Netherlands does on 2,400 kilometers of motorways.
If the construction started in 2008 and is still not open, looks like Spain is trying to steal the Slowest Road Builders Award from Germany. Still, 3 exits for a city of 25k... gotta love when the construction industry has such a political leverage.
Spain canceled a large amount of contracts in 2010 during the financial crisis. Many projects were stopped for 5-6-7-8 years. Even since then, the annual budget allocations to construction works is much less than they can physically build, so progress is still slow.
At the end of this month the sector between Valls and Montblanc, including the Lilla tunnel will be opened, finally!!!!!

@@EuropeanRoads And they also have the best high-speed rail network in Europe as well! It's amazing what low construction costs can get you.

A lot of UK road building projects are quite drastically behind.
