I have seen tissue paper used before and while it sort of works, there are much better options. Id recommend using a proper fabric stabilizer. I prefer medium weight Tear away Stabilizer for decorative stitches. The putpose for something under the fabric is because decorative stitches are very stitch intensive and often pucker the fabric. (unless its something heavy like denim) so you use an additional piece of something (ideally stabilizer ) to support it. and that can be easily pulled away after you are sone stitching.
