that part always defined for me what ultimately makes this better than BVS. Tony understands the context, there's no misunderstanding that a simple conversation can help side step everything. What's done is done, and he's pissed.

Tony has every right to be mad but he was also completely wrong on the sokovia accords especially since it was his own fault this all happened cause he made ultron, no one else
@@RajBauer ultron was an artificial intelligence of unknown science. Tony contributed to his creation but it’s explained in age of ultron that they don’t even understand how he was made. The parents of a serial killer don’t go to jail. Ultron can think and act on his own like a normal person, so it’s not entirely fair to blame Tony 100%
@@hughjass2075 well it kind of is, if they don’t even try to make a suit of armour around the world it doesn’t happen. You are right the inception of him coming to life is unclear although the post credit scene would lead you to believe it was thanos with his fine I will do it myself line. To this day that line makes no sense unless he was the one that sparked ultron to life and it gets muddier with the whole thing being about getting infinity stones. Ultron just doesn’t really fit into the plan. Overall though you have to blame Tony and Bruce but Tony is the one who says they should do it so it really is his fault in the end.
@@RajBauer Actually no it was wanda's fault people seem to forget she was messing with their minds RIGHT before tony made vision and literally SAW a vision of Aliens again destorying the world
He should have done that with Killmonger too. If he had not died there could have been a redemption arc. And it didn’t make any sense when he said that his ancestors where the ones who jumped slave ships, they were the ones who survived and had children. And it’s not like he did even mention his mother’s side of family prior.
always surprised no one ever points out that Spiderman actually agrees with Cap. "When you can do the things that I can, but you don't, and then the bad things happen, they happen because of you."
@Matt Murdock Because Tony Stark saved his life when he was seven, and Iron Man was the only hero around when he was a kid and whom he grew up with as a hero
So, I guess everyone always misses it, but they showed when Cap found out about Tony's parents. It was in Winter Soldier when Zola showed a montage of Bucky's victims. He showed a picture of the younger Howard and something along the lines of "Terminated" stamped over it. I guess you have to be aware of it to realize it, but it's been there for a while.
@@LordMesa I think Cap was already worthy by the time he tried to lift Mjolnir in 'Ultron'. Cap intentionally held back, because he wouldn't want to show up Thor in front of everyone. At least that's how I see it.
Bucky wasn't just Steve's friend.... He was his very best friend, his brother, from like 80+ years ago. And the last living person from Steve's former life. He wasn't going to let bucky die.
@@joshbrosh6626 I see that line all the time and I am always wondering why people use the trailer line? I personally like the movie version much more. Is that such an unpopular opinion? :)
@@rashadwalker8218 yeah like in avengers (2012) when iron man and cap did the civil war cover as an assist, and in the actual civil war movie they did the same move but to actually hurt each other this time
Steve: sometimes my teammates don't tell me things Also Steve at the same time aggressively withholding major thing from his teammate tony like the murder of his parents by cap's best friend. The foreshadowing of civil war in age of ultron was so well done.
What I really love about this movie in the way of the characters, is that both Cap and Iron Man come out this through their growth in the other films. For example, Iron Man is directly responsible for the events of Age of Ultron and now thinks that oversight is a good thing. On the other side of things, Cap saw what too much oversight could do in the Winter Soldier and grew untrusting of positions of authority. So it makes a lot of sense that they would take the stance that they did on the Accords.
Wow l never noticed that too, l always kept comparing t'challa with Eric killmonger. In this movie t'challa goes thru the same arc as killmonger except in the end his didn't allow himself to be consum while eric let himself get consume
@@bashengatheblackmanta7003 difference is Eric was a kid who didn’t have anyone left and they just left him there and didn’t take him so tbh can’t blame him
Tony always had father issues growing up and it seems that his father was never loving. Tony lost his father when he was still young and believed it was an accident. T'challa lost his father in tragic way in front of his eyes when he was already grown up (already formed personality) and he did try his best to kill a man he believed killed his father. After some time to cool off and learning the truth about who killed his father and why (it wasn't aimed at him or his father, wasn't on purpose, they weren't direct targets, I'm not trying to justify anything I'm just saying that he understood what Zimo said).
Statment isn't completly true: T' Challa tried to kill Bucky in the first place but failed. Tried it again, failed again. When he found out it was Zemo and not Bucky he finally exepted the death of his father and imprisioned Zemo. Tony found out his father was killed by Bucky and Steve even knew it without telling him. He tries to kill Bucky but he fails. However after that he never tried to kill him again, Tonymoved on like T'Challa did.
The reason the Spider-Man costume was CG was because they had a suit, but it was just a stand in, and didn't have their official suit ready. For the situation they had, this is pretty impressive.
Yes. But even in the future films there's simply an EXUBERANT and OVERSATURATION of cgi. They can film an entire scene practically that'll only need a little touching up in vfx and completely replace the whole thing with cgi. Like...wtf
@@Antwannnn Going in and out of CGI always looks weird and draws a lot of people out of the experience. Spidey moves a lot, in many different ways, CGI is 100% necessary. It bothers me too, but I get why it is done.

This. This is my favorite MCU movie. This is the core of the MCU. The transition to friends to enemies. This is the first move where the villain “won” but he hurt them not physically, but mentally, and it carries out all the way until endgame . As much as people hate to admit it, this movie is the heart of the MCU
@@simperorbubba_link8441 many people think teh first Ironman is, and i get it, it’s the start of everything, but i think this movie is the major turning point that really gave us the MCU that’s so popular today
He is the only to really grasp what it would mean to sign it. The others are very emotional, driven by guilt from their actions or fear. Steve felt fear, he felt guilt, but he was able to see the bigger picture. No one else was. That's why he was the leader and Tony was not. Steve was right. In Infinity War, Ross was so concerned with arresting the best soldier on the planet when Thanos was coming. Agendas change, and the UN could have told Steve not to go to Wakanda. Force him to sit down while everyone else fights for the survival of half the Universe.
This is still my favorite MCU movie. I love how there are 2 BIG dilemmas in this movie (sokovia accords, bucky killing tony's parents), and both dilemmas cause a divide within the avengers. However, I believe both sides are morally correct, in BOTH situations! I'm personally team Cap for both situations, but I could never fault anyone for being team Tony for either. I think thats what makes the movie so genius. It feels like a unwinnable situation for the team.
The death of his parents is understandable, sure. No one would think rationally in that situation. The accords however? I really can't understand tonys side, at all. Sokovia was his fault, and his alone. If anything he should have just retired himself and let the others continue. The others? Well that wasn't really the avengers fault, and more people would have died for sure if they didn't do what they did. With our modern politicians and corrupt governments... would you really let THEM decide when and where to use them? I mean, as an example: Russia is a part of the U.N (and have veto on votes), enough said. Oh, and China too. Tony should know this better than anyone, he was in the arms trade for many years. Probably dealt with a lot of politicians etc. He felt guilty for his own mistakes. Team cap all the way.
@@Draugheim I agree. If Tony did not build Ultron, they wouldn't be in the mess they are in. Why the heck would you put your trust in the Government over what the Avengers should do and how to do it? As an independent, I honestly do not think either side of the political spectrum would matter because they couldn't figure out what to do. They just would make the Avengers choose sides and argue again. Either way, you lose. That's why I stick with Team Cap as well.
@Draugheim gonna copy a comment I made in another video about Tony being completely at fault for Sokovia because I can't stand it when people say that. ""We didn't. We weren't even close. Were we close to an interface?" Remember that line? I'll concede that Stark and Banner (who everyone always seems to forget) are responsible for creating Ultron, but Ultron basically activated itself when they weren't in the room, and weren't even aware that he could do that, I think that line makes it clear that they hadn't moved passed trying to establish a way to communicate and access the AI already in the scepter. Maybe a weird analogy, but saying Tony is responsible for what happened with Sokovia (not Ultron itself), is like saying a man is responsible for the actions of a kid he was never told he had after a one-night stand. Sure they're both responsible for creating the one committing the actions, but they had no way of preventing or controlling those actions after that, because they never even had the option of raising them (again, no interface sounds to me like they wouldn't even be able to access, let alone modify the 'code' in the Mind Stone)." I'd like to add to the topic of the Accords specifically by saying that (afaik) most people on Tony's side aren't necessarily in favor of the Accords, but instead believe that the Avengers require oversight and accountability for the collateral damage they leave in their wake. Does that mean someone like Ross should have power over the Avengers? Absolutely not, and it also doesn't mean the Avengers should lose all say in whether they intervene somewhere, but I do think Ross' speech is overlooked too much. "What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" Imagine something like that in the real world. Would you really accept a real world Avengers Initiative under those conditions? How about "My father lived outside the city. I thought we would be safe there. My son was excited. He could see the Iron Man from the car window. I told my wife, "Don't worry. They are fighting in the city. We're miles from harm." When the dust cleared . . . and the screaming stopped. It took me two days until I found their bodies. My father . . . still holding my wife and son in his arms. And the Avengers? They went home." Do you really think Zemo is the only person something like this happened to? I mean we even know of a very similar situation with Charlie Spencer, should a group like this really be able to operate with "unlimited power and no supervision?" If anything I'd say it's surprising that the UN took so long to intervene, especially considering Winter Soldier happened 2 years before the Accords were brought up.
@@DraugheimI’m Team Cap for everything except how he neglected to tell Tony his strong hunch to near confirmation that he knew Bucky killed the Starks. I think he has about two years in the movie timeline to do so and never does. It could’ve been handled in a much better environment.
"Cap acting on his emotions". Cap wasn't going against his former teammates at the airport just for Bucky. He was doing it in hopes of stopping 5 Winter Soldiers from being awoken and toppling the world.
This. I don't know why people forget about it. It's actually similar to how Cap fighted Bucky on the helicarrier to stop Hydra's plan to assasinate millions of people.

Im just now realizing that in this civil war, tony was at his all time lowest. He and pepper broke up, the avengers are gone, he’s just now finding out his good friends best friend killed his parents. His best friend almost died and is in terrible condition, and to top it all off, he found out he was wrong... damn
Exactly. It makes his outburst at the end completely believable because he’s been put through the ringer the entire movie. He even looks worse for wear with that massive black eye.
When him and Steve are having their argument about the accords , and Stark says "Gimme a break!" I honestly believe that he is on the brink. He looks like he could cry, and all because (as you say) he is on the brink. That scene is one of my favourites of the film
@@nikmar77 Well, Zemo had his fun while it lasted. He did still cause major events to happen. Thanos winning. The Blip. Probably wouldn't have happened if the Avengers were together.
I think you underestimate the power of Thanos, I believe that even together from the beginning they would still lose. In the end they got back together and defeated Thanos so Zemo didn't win permanently. "An empire toppled by its enemies can rise again, but one that crambles from within? That's dead." The Avengers definitely rose again.

I understand both the sides but I'm with Tony here. His parents died, and he watched it. After that he did what his character should have done. I'm not too sure about cap, lying to your friend was really not like him at all. He prioritized his friendship with Bucky over Tony. And given Tony's attitude, you know how Tony felt about his relationship with cap considering Tony was the one who ended up saying they were friends.
The only problem I feel like is that the accords never really came into play for some reason. They had a major fight because of the accords. They could have shown how it affected both the sides.
@@TheReaIestOne They did. If you pay attention in the later movies like Infinity War it is mentioned but it is ignored. In the new shows it plays a role
I think this movie did a good job of showing that neither Cap nor Tony were completely wrong or completely right regarding different things. I'm still team Cap all the way though!
Nah. Cap was totally right. He never stated that they shouldn't be held accountable. He said to remain independent. Tony was right about being held accountable. Tony was wrong about needing the accords. The accords are nothing more than militarizing the avengers because the world fears their power.
Regarding Bucky killing Tony's parents, I agree. Was it wrong of Steve not to tell Tony the truth about his parents' deaths? Yes, but I can understand why he didn't tell him. Was it wrong of Tony to attack Bucky when he knew Bucky wasn't really responsible (it was Hydra)? Yes, but I can understand why he did that. But when it comes to the Sokovia Accords, I see Cap as 100 % right and Tony as 100 % wrong.
no the film definitely paints tony as the bad guy, he's so wrong that even he goes against the accords IN THE MOVIE, so they had to give him another reason to fight, with his parents, which is purely emotional so people can understand it more. and at the end he gets defeated by turning his entire body just to kick bucky??? suddenly iron man becomes a fucking moron when fighting? and the final shots of him lying there suck as well. yes i'm biased because i like iron man but i've never been a big fan of this movie anyway. you're telling me grown adults would fight it out when it comes to arguments rather than talk more than they did? and it's the ugliest mcu movie too
also literally everyone is team cap for a reason, because the only reason to side with tony is because of his parents dying. hell, even black widow is like "oh shit i'm on the wrong side lmao" and dips. the only way it could be worse is if he locked up his friends in a villain prison, sent supervillains after them or had someone on his team build a robot that kills a superhero... oh wait, that's what he does in the comics

What a lot of people don’t understand is that the entire point of Cap acting a bit more on his emotions is his character development. Instead of being that square, boy scout kinda guy, he needs some sort of depth. It’s to show that Cap isn’t perfect, but he’s always trying his best and to Cap, he can see that in everyone, Tony included. That’s why he sent that letter in the end of the movie. Both sides of this movie are heavily misunderstood by the other.

Yes!!! I know people prefer Tobey the most. I did grow up w/ all the Spiderman movies from Sam Raimi to now. But I prefer the MCU Spiderman the most cause I feel that he does balance the both worlds well as Spiderman & Peter. I remember seeing a Tiktok compilation here on UA-cam of a girl watching civil war the first time & she said don’t be ugly don’t be ugly. Sees Tom & says ohhh he’s cute ☺️

@@littlesparrow303 ugh, Tik Toks terrible first of all. Second of all, people only like Tom Holland’s version because he’s cute people don’t have another reason to why they think he’s the best because he isn’t
It was definitely emotion-based. His best friend growing up, and with Peggy now dead, is his only connection to his past that he lost. He is a man out of time and that takes a toll more than he shows. He also had the guilt of his friend being in that position because he fell from that train because he believed in Steve and went with him on his team. On top of all of that, his emotions with Peggy recently dying and the stress of all the events and failures and now the accords on his shoulders are probably so enormous the idea of his world being pulled out of his control can not be underestimated. The break from his perceived normal behavior is really just a combination of the stress and challenge of his past loyalties and life and by the uncertainty of his future and the weight of the present. The fact that he kept it together as well as he did is a testament to the boy scout he is despite the influence of modern life it is nothing short of amazing. All of this abnormal behavior is understandable and yet at the same time is quite believable for his character if you take the whole picture into play. He may seem integrated into the current life but he is only a few years removed from his past a past that is a much larger part of him than this past few years. He never really stopped being a soldier at war. So while he is immensely close to the other avengers as a fellow soldier there is also this divide because they can't really understand his experience as a man out of time. From start to finish this couldn't be more than 4 years? Think of all the things he went through in that time.
This reminds me of that meme Captain America with Wanda: She’s just a kid Captain America with Peter Parker: *Let me do a full power spin-kick on this boy* 😂😂
@@miriotogata5853 lol what? He knew Spidey could take it and nobody called Spider-Man a weapon of mass destruction otherwise he would’ve defended him as well
My favorite moment in the movie is when Spidey effortlessly catches winter soldiers arm. We've watched Bucky tear through heroes and villains like a hot knife through butter for several movies now, and Spidey stops him on a dime That's how strong Spidey is, and the film makers knew it and didn't make a big deal out of it, just showed it casually. I thought that was brilliant

That whole series is awesome, they've covered just about every major fight in parts between both Winter Soldier and Civil War. For a laugh (gore warning though), I'd also recommend their "We Made Marvel Rated R" video where they took the opening fight in Lagos and...made it more.
Actor & stunt double were in a suit on set, however, like spider-man it was entirely replaced with CG. The live action suit was used for reference but it didn't end up with the look they wanted on film apparently.
Wonderful reaction as always! This movie is definitely stressful because we love them all and hate seeing them fight! I wish they'd pointed out that Steve knew Howard too though. Tony once referred to Steve as "that guy my dad wouldn't shut up about" so I feel like just a line of acknowledgement in there would have helped a lot, especially since we saw Steve and Howard so much in CA:FA. Steve has come to terms with the fact that Bucky was brainwashed but it's gotta be hard for him too and I'm kinda surprised Tony didn't throw that in his face a bit. It would probably have helped Tony understand longterm when things aren't so raw that Steve really is in the middle on this one no matter what angle you're coming from. It's just tragic and seeing Bucky put himself back into the chamber to avoid hurting anyone is so sad.
Yeah people TOTALLY miss Steve is caught in a 3-way emotional-connection fight with Bucky & Howard being long time friends from his era and now Tony a new friend in the present who is also the son of Howard Stark(Thanks to Fonduing). Steve could hate Bucky for what he did but being a soldier along with Howard they know they might have to pay a price for being who they are(military) and have more fortitude/restraint in that area having seen death 1st hand in battles, where Tony is NOT a Soldier(As seen in Avengers 1 when Steve asks Tony, Tony has no experience other than his capture in Iron Man 1) so he can't handle that stuff. Let's not even get into the organization his Peggy started being infiltrated and co-responsible for this whole mess(They knew Howard Starks movements, probably bugged his car/person etc.). So make that a 4-Way connection....and not in the kinky way, this isn't Deadpool.
@kemuael mmm not really. He still had Sam, nat, bucky and tchalla. And he was on good terms with Wanda, Scott and Clint for saving them from jail....so not really. He only lost tony and being able to operate in the open
I hope you point out to Jen that after the accident Howard looked up and quietly said "Sargent Barnes?" In disbelief, almost half a century after he thought he died. Right before he's murdered by him.
I love how she goes into these with almost no idea what comes after or later. So she's shocked when Black Panther shows up, shocked when Spiderman shows up. And she always has great insights too. This may be better than my friend watches
The reason the spider-man suit was cg in this movie is because they changed the design of the suit mid production because they decided last second that the design wasn't working. The suit tom wore on set was different to the suit that appeared in the film. It had raised webbing and a spider logo on the chest that was ripped straight from the ditko/lee era of spider-man.
This is a cornerstone MCU movie, and it's so interesting to think about how you would react if you were in the character's places. Love the reactions! Keep up the great work Holden!
@@BiggestWolf1 you are correct it winter soldier showed in photo (of him supposedly assassinating jfk I think) and I personally took it as bucky was utilize to murder targets included stark and Hydra made it look like an accident. When Stark berates Bucky and asks if he even remembered his parents and Bucky chokes back "I remember all of them"...damn such good character building.
Cap ‘allowed’ the Air Port fight because he was trying to stop Zemo from activating the other Winter Soldiers. There was a larger threat looming (which he explained) but Tony believed Cap was just covering to protect Bucky (which is what he apologized to Sam & Cap for later). That’s why Cap pushed through. “Sometimes when I see a situation headed south I wish I could ignore it.” “No, you don’t.” “No. I don’t.” Fits right in with Cap’s character.
The continuity of the marvel movies are crazy. In captain America the winter soldier while Steve is talking to Zola on the computer Zola says,”when history didn’t cooperate history was changed.” And it shows the winter soldier with a gun, then Howard stark and Nick fury. Steve later finds out the winter soldier is Bucky so he puts it together but it was so lowkey, in this movie when Steve says he knew about starks parents it caught me off guard as well. Such great continuity and film writing.
Bro honestly, as good as Iron Man, and Bucky, and Cap are in this movie, the highlight is definitely Catman for me. He just brings such great and thoughtful words to this movie. Go Catman
I always thought Cap was only slightly able to nudge Mjolnir in AoU because he was still hiding this from Tony, deeming him just a tad bit unworthy and unhonorable from hiding the fact. Anyway, keep it up man. Love that you shouted out at our friend from Corridor Crew(I forgot the name but I love him too). Cheers!
I think he knew. Zola said in The Winter Soldier. "Accidents will happen" and then it cut to Howard Stark's death newspaper. When explaining that Bucky was at fault for many assassinations. ua-cam.com/video/E486XjhYHh8/v-deo.html
Gotta realize that cap is coming straight out of winter soldier were he served shield without much thought and it turned out to be hydra which is why he has his point of view on the accords

Statment isn't completly true:
T' Challa tried to kill Bucky in the first place but failed.

Like...wtf

I just like how Cap is the only one seen actually reading the Accord...
It's because he wants to believe in it.

It feels like a unwinnable situation for the team.
they're all worthless cowards as is anyone that support either Iron Man or Captain America.
Sure they're both responsible for creating the one committing the actions, but they had no way of preventing or controlling those actions after that, because they never even had the option of raising them (again, no interface sounds to me like they wouldn't even be able to access, let alone modify the 'code' in the Mind Stone)."
I'd like to add to the topic of the Accords specifically by saying that (afaik) most people on Tony's side aren't necessarily in favor of the Accords, but instead believe that the Avengers require oversight and accountability for the collateral damage they leave in their wake.
Does that mean someone like Ross should have power over the Avengers? Absolutely not, and it also doesn't mean the Avengers should lose all say in whether they intervene somewhere, but I do think Ross' speech is overlooked too much.
"What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?"
Imagine something like that in the real world.
They went home."
Do you really think Zemo is the only person something like this happened to? I mean we even know of a very similar situation with Charlie Spencer, should a group like this really be able to operate with "unlimited power and no supervision?"
If anything I'd say it's surprising that the UN took so long to intervene, especially considering Winter Soldier happened 2 years before the Accords were brought up.
@@DraugheimI’m Team Cap for everything except how he neglected to tell Tony his strong hunch to near confirmation that he knew Bucky killed the Starks.

I feel cap is just trying to defend Bucky when he should be doing what’s best for the world, not him

Tom Holland is the perfect spiderman, finally an actor of the right age, and he really enbodies all spidermans characteristics from the comics
That's exactly how I feel
@@littlesparrow303 Yeah I know its a classic argument that is kinda overused but I think it does hold true. Tobi was a great Peter, Andrew was a great Spiderman, and Tom is the perfect mix

"Ok, tiny dude is big now. He's big now." I sometimes spool up Civil War on Disney+ just to watch that moment, it's so awesome.
“I never thought I would say this, but it’s Ant-Man!”

the situations are a little different lol
He also held back as Tony points out in the spiderman movie (I think). Cap could have laid him out easily.
My favorite moment in the movie is when Spidey effortlessly catches winter soldiers arm.
We've watched Bucky tear through heroes and villains like a hot knife through butter for several movies now, and Spidey stops him on a dime
That's how strong Spidey is, and the film makers knew it and didn't make a big deal out of it, just showed it casually.
I thought that was brilliant
I've watched CW so many times but everytime I see Cap standing in the stairway after Peggy's death, I burst into tears :'(
Jen's reactions is everything in this, these are just a few, but it was all a great reaction:
11:55 - a cat man?
16:23 - duh duh duuuuuh
17:26 - like, that Peter?
20:15 - the Ant guy?
23:00 - spider man suit? Multiple!
26:09 - stealing lines now?
27:26 - the realization
28:20 - the side eye
"Who's Green Goblin?"
*He's visibly dying a little in the inside*
The triple-kick was not CG... The stunt double was in the suit hooked up to a wire harness. Covered in Corridor Crew's "Stuntmen
React"
That whole series is awesome, they've covered just about every major fight in parts between both Winter Soldier and Civil War. For a laugh (gore warning though), I'd also recommend their "We Made Marvel Rated R" video where they took the opening fight in Lagos and...made it more.
Actor & stunt double were in a suit on set, however, like spider-man it was entirely replaced with CG. The live action suit was used for reference but it didn't end up with the look they wanted on film apparently.
@@smallduck1001001 Interesting!
When he says, "I don't care, he killed my mom", I felt a stab in my heart.😭

I love how this movie really makes you see both sides of the argument, equally. One of my favorite MCU movies.
Steve truly followed Peggy's advice. Multiple times people tell Cap to "move" but he never does.
Sam also follows her advice when Bucky asks him to move his seat up lol
steve is following peggy's advice which was really steve's advice. lol at least if you know the comics.
@kemuael mmm not really. He still had Sam, nat, bucky and tchalla. And he was on good terms with Wanda, Scott and Clint for saving them from jail....so not really. He only lost tony and being able to operate in the open

You're forgetting, Cap clearly knew how Tony's parents died. But he did say, he did not know it was bucky who did it.

“Sometimes when I see a situation headed south I wish I could ignore it.”
“No, you don’t.”
“No. I don’t.”
Fits right in with Cap’s character.
Side note - Tom Holland got the part partially because he demonstrated gymnastic ability in his audition tape where he flipped into screen
Cheers!
And a pretty important thing to remember is, Steve may have known that Hydra had the Starks killed, he did not know that Bucky did it.
I think he knew. Zola said in The Winter Soldier. "Accidents will happen" and then it cut to Howard Stark's death newspaper. When explaining that Bucky was at fault for many assassinations.
