It is funny, I just started my Garrison few days ago and the Garrison resources fill very very slow and you need plenty for everything :(
They definitely fill up at a snail's pace. It's easier to get the gold quickly by farming dungeons/raids or questing in the new expansion for sure. Don't give up!
