Why is resistance increasing? Leakage current should be increasing with time causing resistance to decrease

If the resistance increase that mean : the insulation media is very very good, another else if the resistance comes low that mean the insulation media is bad

@@saifs114 You didn't answer his question, he's saying since the HV is applied over 1 min, this would cause the insulation to deteriorate which would cause an increase in leakage current. But if the insulation is deteriorating more and more as time goes by shouldn't the resistance decrease?
