Defined as any 'edge-tone assembly', flutes exist in every culture . I was greatly surprised to discover Eskimo and Arctic cultures making whistles from the leg bones of a Griffon Vulture.

San Juan, Puerto Rico died November 2, 1950 New York City, NY, who played flute with Xavier Cugat, his brother Noro Morales and his own group; he moved to the city in 1935. Here he is in a clip from the movie Cris Cross, 1949, playing his composition, "Jungle Fantasy," in the movie with Yvonne de Carlo, Burt Lancaster and cameo appearance by Anthony ( Tony ) Curtis. At piano is Rene Touzet from Cuba, Esy was from Puerto Rico. ua-cam.com/video/u7olKyJhbsE/v-deo.html So important was he that Herbie Mann considered him his greatest influence in picking up the flute in NYC, NY. as favorite instrument. One certainly not to miss... in your exposes of significant flutists.

"The violin no louder than the flute " ? Not so sure about that initial hypothesis.
So the fist flutist was from Cuba. Btw, Violin is more powerfull than the flute indeed.
