They over tuned it from the PSP version. It used to do less damage the further away it was from the reticle. You would often get 4 or 8 damage from it. In the PS2 version it always hits for 20 damage making it an AOE power missile with a reticle lol. Jaffe has been known to be quite generous with his balance buffs lol. 🙂
Man looking back it really looks like napalm was broken with how much damage it does with the crazy range it has

Probably should have done like 10 at the edge of its range and 20 at the center honestly.
