From experience with the backend of a different site that does sales, it’s probably as little as a checkbox/drop-down selector for whether the code is single-use or multi-use. The backend code doesn’t cross check the hypothetical use scenario of the promo code you make, it just does what you set it up to do. 100% off of this exact product? It does that. Mess up and make it unlimited use, and no other restrictions to hold it back? It does that too, it’s on the person making the code to be careful and double-check what they’ve set.

The issue is that the code defaults to unlimited uses. He thought it was single use, so first come, first served... but default unlimited meant all come, all served. The shop would likely see the code uses and question it before going to fulfillment... because they would want to make sure they will get paid.

With those settings, it would only work in orders already buying stuff, and could only be claimed once. However, Vedal's quick code using defaults could be used unlimited number of times... but would likely be restricted to one per order. Which is easy to bypass... order one with code, another order one with code, another order one with code... until one person has 1k Neuro plushies being shipped in 1k boxes to their door. Then times that by like a decimillion (10% of million) viewers or something.
