Maybe but Barbara has melee range hydro application and Yelan is single target I believe. Kazuha I guess can cover that part so I bet any off field hydro applicator can do it.

Is ayaka and shenhe both c0 without signatures weapon still ok do more damage compare with cons and signatures weapon? I plan to pull them.
Yes, Ayaka and Shenhe are okay at C0. Their signatures and cons, will of course make them do more damage but it isn’t needed.
