I am overjoyed. Both with most up to date ios 12.1 and after MANY different tries from blogs and Apple help this video info worked to allow me to use Personal Hotspot with my Golan carrier. I just used the same APN user name and APN name without a password as in the video and my iphone (finally) projects a Personal Hotspot again. Hurray and thankyou to the one who posted this video!!
