It permeates all levels of government and can be witnessed by the massive poverty and gross under-development that exist everywhere in the Philippines. Beyond the highly polished hotels and resorts of Manila, and other cities, there exist squaller and poverty beyond imagination. A high degree of hopelessness and apathy exist among people (mostly rural), with no hope of improving their lives. I am hopeful that Japanese development will provide a stepping stones for better lives.
