My opinion: S: Thunder, pump, charge, two shot and prime A: Double barrel, maven auto, combat, auto and striker pump B: Lever action, tactical and heavy C: Ranger and drum D: Primal, the dub, makeshift and dragons breath
I love double-barrel shotgun, with rapid-fire smg that's the best combo ever! Double-barrel is one of the underrated weapons of all times. But your have to shot the both slugs or you'll probably die. My tactic (the pit) is: i'll build something and wait untill someone comes. Then i'll box my self up. And wait untill the player starts to break my wall. Then I'll edit the wall place cone and kill him with double-barrel shotgun. If my plan fail's i'll place stair in my box. And edit triange and flee. If there is someones elses build's i'll place stair again but this time to the other's player direction. And when he's starting to break my stair i'll edit the stair and burst the rapid-fire smg's mag to their face. Or my other tactic is act aggressive as possible or third party.
personally, the heavy shotgun old or new is the best shotgun to exist next to pre nerf tactical, it could and new one still does one pump and has the best shotgun fall of damage and range of all time. the heisted breacher or the og heavy might hold some of the best places in my heart. s tier IMO. The new non exotic heavy shotgun is still an A tier. Like the charge shotgun it has a bit of a learning curve so thats the only bad thing about it
The dub and the dragon breath aren’t to bad, dragon breath can light campfires, and with the dub you have mobility (and you could fly with soaring springs but that isn’t in the game anymore)

Hot take: pump shotguns are overrated, you need 100% a support weapon to finish the work, thing that automatics shotguns don't need, and even have better machups against pumps, like the gatekeeper vs the hammer
I would say Heisted Accelerant Shotgun is the absolute best Shotgun. This is me personally but I have to disagree with what you've said with the Heavy Shotgun, if you have good aim it does lots of damage
