Well as far as I know and this may not be right, It's the based on every 500 power score, But at odd power scores that people usually don't play at, It will pair you with people that are either higher power score or lower power score than you to help find a faster match, Or at least that's what my experience has been on playstation,

At 2499 PS nobody is above my score but if i playing 2999 everbody have 600 or even 1000 PS more, do you know why?

For instance if I play at 10000 powerscore I will get people that are 15000 plus on my team and the enemy team.
